Is there a policy?

I would check into your school policies regarding this. Unless this child has a disability or special needs, this mom needs to get out. There is no reason why she is in the cafeteria during school hours if she is not the supervising parent. Have you spoken to any one in administration about this? I definitely would. Parents need to learn how to let go or else they should just homeschool their children. My school has a very strict policy about parents being in the building before, during and after school hours. If a child needs this sort of special attention, a trained professional is assigned to that child during those times. Let me know what comes of all this.
