maybe there is a reason

We have a parent who comes to feed her son every day. He has PKU and his diet has to be carefully monitored. He must eat certain amount of certain foods. She would never expect those in charge of lunch to do that and he isn't old enough to really understand the concequences of not following his diet exactly. Maybe some of these kids have special needs, too.
