I teach Science and just worked through a Science Fair. My understanding is that, yes, that would be a second independent variable. There can only be ONE independent variable and ONE dependent variaible. Other variables are controlled which remain the same throughout all the trials. In order to control for variation, the same person should throw the 3 different size balls.
