I am a person who would not say anything unless I felt strongly about it. I'm not sure what a vote of no confidence is. However, if you're not sure you want to be involved, then you probably shouldn't be. You are being told what to do by other teachers, but you don't have to do what they say. I would think that a principal would be upset if the faculty ganged up on him. Also, sometimes it seems like everyone is for/against an idea, when it's really only a few ringleaders who are persuading others.
