I don't think they should be punished, unless they wrote answers for a test or inappropriate things (swear words, etc.) on their arm, and in that case, they won't be punished for writing on their arm, but instead writing inappropriate things. Writing on yourself is typical things that a lot of students do! Though the thought never, ever crossed my mind when I was a student, I know of kids who did. I would just let it go! Pick your battles!
