even though you said you've tried gum, I've found that it needs to be a big big wad of gum a size of which none of us would imagine chewing...I gave my chewer 2 pieces of sugar free bubble gum to chew...that worked...so maybe try bulking up on the gum...and remember to have them take it out before recess.
