When this is a policy at schools I do not think that it is to keep teachers "fresh" but to upset the order and cause confusion so that important things are not addressed. When you have to learn a new curriculum you are too busy to notice the problems the administration is having. In essence, it keeps you off their backs and allows them more freedom to do as they choose without input.

I cannot think of any other field that believes in this type of policy. Instead of respecting experience and professionalism this policy tries to upset the balance of the school and negatively impacts the teachers and students (but not the admistration.
