i don't know how well these will work for you, but here's some things i do:
--to get the kids quiet at the beginning of class, i usually just say, "ok, the bell rang, you need to be in a seat and quiet." usually most
kids will respond and tell the others to get quiet. if no one is responding, i just start talking, usually taking role. they realize they can't hear their names and get quiet. if they're not getting quiet while i'm taking role, i keep going, saying ok, i guess johnny isn't here. then they realize and get worried about being marked absent. if that still doesn't work, i start sending kids
out into the hall. usually it takes one to set an example.
also, about wasting time---i don't care about that. that's their decision. if they want to waste 5-10 minutes of their class time, so be it. and i'll tell them after they finally get quiet that they wasted all that time, and they have an assignment due at the end of class (even if it's not due at the end of class, tell them it is.)
