I am also at a school in Baltimore that is pretty rough. At my school we have a teacher who is strictly behavior. He comes in when you call him or if the office calls him. He takes them to the time out room and handles him there. The behavior teacher is not a little guy so when the students know he is coming they quickly clam up. Ask you school if you have someone like this and if you do not maybe you could recommend a new position. Just someone to sit in on the students who are fighting or misbehaving.
