I also have a compulsive talker in my room. I know it may sound mean, but I give him one reminder to stop talking to his neighbors, then he is directed to a seat slightly away from the group until the activity is done. He knows he can return to his regular seat afterwards, and I think he actually realizes that it helps him to concentrate if he isn't distracted by the proximity of classmates. He doesn't argue about moving, and I make sure to give him plenty of time to talk in class discussions.
