Think-Pair-Share

Mine does not work. I do not know what I am doing that is wrong. Whenever I tell my children that it is time for Think pair and share. Everyone will always refuse the person I assigned to them. They will refuse to participate. Those that participated will not do what they are asked to do rather they will start shouting at each other - "you are dump", "he cannot read", "I don't like her to be my partner anymore". Everywhere will be very noisy. I always lose control when it is Think-Pair, and Share". How can I do it to make it fun for them? I need help.
