Moving up the chain of command

This mom is making her way up the chain of command- She insists that I am too demanding because I expect him to check his spelling, punctuation and capitalization I teach third grade and every other student does it without
complaint. Administration has spoken to her about doing his homework and she insists that he does his own work. I have been keeping a folder on him with samples of work he does in school and samples of work that come in from home. We sent home report cards yesterday and he did poorly. The principal had a conference with her because we think he should be tested for special education.
She has been making her way through everyone in the school (the nurse, the reading teacher, etc.) trying to get support for the fact that there is nothing wrong with him. Sometimes I wonder if mom does everything for him because it keeps her from having to face the fact that he struggles. She doesn't want him to have to face the fact that he has to work harder.
