I had this problem at the first of the year, so those two boys were only allowed to go to the washroom when I could escort them, which meant during recess, once all the children were outside for recess I would escort them to the washroom, I did this for a week, then I told them they had been doing a really good job, and asked if they felt ready to trying going with the rest of the class they said yes, I explained that if it didn't work we'd be back to this, I never had another problem with them. Do you have a time of day when you could try this?
