One that I used for a time was simply to raise an arm and count fingers. "One, two, three. Three, two, one..." (Count up, count down), "SILENCE!"

Gets to the point where the kids yell it too, and then there's quiet.

I went to a Jewish daycare center, where the custom was for the teacher to yell "Sheket b'vakasha," (Hebrew for 'quiet please'), to which the students would scream back "Hey!" Then quiet.
