It's not out of proportion. You've tried to deal with this through other means, and it has failed.

Tell the school that you have attempted to deal with this without calling in outside assistance, but that this kid cannot be in your class, and if they do not comply with this, you will contact your union rep and bring a sexual harassment suit against the district.

Then call your union rep, and explain the situation.

This is unacceptable. Eighth grade is when he had better learn how to deal with this stuff. If he is given to understand that he can say what he likes to women and get away with it, this will be a lifetime behavior, and will not end there.
