I was kind of confused by the policy, but I would think that if I saw the chart, and you had been over it a million times, I would understand. It is frustrating for students to wait until their grades are being averaged for report cards to ask what they can do. When they ask, I just say, "Work hard and turn your work in on time."

Maybe I'm too strict for an ELD class, but an easier way may be to just deduct a certain number of points for each day that it's absent. You can add in redo options if necessary.
