I would go by your school's policy as far as whether you need to talk to your principal before you report to child services, but it sounds to me like something that needs to be reported. As a mandated reporter, I think you should report it, and let CPS decide whether it calls for an investigation. It's definitely a situation that is going to cause issues for this child down the road (and already, maybe!).
