I've found contracts to be good ideas in the past. Tell the children that it is up to them to make the rules for the classroom - obviously you will monitor these to make sure that they're sensible. This gives ownership to the children over a part of the classroom, they all sign it and if they break one, you can just say - hey these are your rules, why are you breaking them?

Be patient but assertive - that's where I've fallen down on. How old are your children? If they're younger, can you afford to give half an hour a week for choosing as a reward, you can award or tak away time as rewards and sanctions.
