In my opinion, it's totally inappropriate for a secretary to have such power.

You seem to have made a connection with this child and that's really nice. However, when an administrator wants a child gone, they usually find a way to do it.

Do her parents speak English? The reason I ask is because at my school, although we have a dress code - parents come in screaming if they're even called to bring in a t-shirt for these young ladies (6th grade) who dress like Britney Spears. They yell, "When the school pays for my kids' clothes, then they can tell them what to wear." If the dress code is continually violated, the student is sent home. I've never heard of expulsion though.

Perhaps there is something in this child's records that you may be unaware of? For these administrators to do what they are doing to a child who is sincerely making an effort...something just does not add up - particularly the parents just standing by (unless she's a "latch key" kid).
