I can see both sides of the issue and have dealt with it myself. In some instances tracking does work; there are some groups that are too polarized to meet everyones needs, the key is that the grouping has to remain flexible and has to ever be changing which I guess is technically inclusion. A strong reader should not be put into a low class b/c they have poor math skills. They should be in a reading group that meest their needs, and a math group that does the same. When their math skills begin to improve they should be moved in groups. I know it sounds idealisitc and it takes tons of time and energy but maybe it is a possible solution for now. The thing to remember is that it has to be flexible and it has to constantly change to meet their needs
