Your lunch room sounds like a jail. Can you imagine if they told the teachers that they could not talk during lunch? I am appalled that your students are not allowed to socialize during a free time.

I think that the easiest thing to do is to instruct students as to what to do in an emergency - if a friend is choking you get the lunch mom.

How many children do you have choke anyway? If this rule is acceptable children should have to crawl in the halls because if you walk you can break a leg, not run or excerise during PE because someone might have an asmtha attack... Yikes!

Your building needs to gain some perspective and recognize for the childrens health and well being they need to be allowed to act in a human manner.
