I live in Illinois & as a general rule, or at least from what I've been exposed to, ECE programs that are affiliated with a school district are usually also affiliated with the Special Education department. Children in these
programs are children who at "at risk" for doing poorly in Kindergarten due to lack of exposure to these kinds of activities or because of a variety of environmental issues (low income, etc.)Some children may also have "developmental delays" for other reasons, not yet identified or identifiable as down syndrome, CP, a seizure disorder, etc. Illinois has a birth to 3 program for early
intervention. When the child turns 3, they are referred into one of these ECE program classrooms. I have been teaching in one of these ECE programs for 4 years and am anxiously looking forward to moving into a "regular" K classroom next year.
