I live in Illinois & as a general rule, or at least from what I've been exposed to, ECE programs that are affiliated with a school district are usually also affiliated with the Special Education department. Children in these| programs are children who at "at risk" for doing poorly in Kindergarten due to lack of exposure to these kinds of activities or because of a variety of environmental issues (low income, etc.)Some children may also have "developmental delays" for other reasons, not yet identified or identifiable as down syndrome, CP, a seizure disorder, etc. Illinois has a birth to 3 program for early | | intervention. When the child turns 3, they are referred into one of these ECE program classrooms. I have been teaching in one of these ECE programs for 4 years and am anxiously looking forward to moving into a "regular" K classroom next year.
