I'll try to be more clear. Here is what I did:

I took all the required paperwork (CBEST scores, undergraduate transcripts, proof of fingerprinting, TB clearance) to the county office of education and applied for my permit
there. They gave me a letter saying that they had recieved my application (not sure if this letter was designated 'c-19' or not). It, however, was all I needed to start applying for jobs.

I later recieved an official letter (stating basically the same thing) from the CCTC.

Should be noted: you do not need to have graduated from a credential program to recieve the emergency 30-day

permit. You just walk into the OoE with the items I specified above and say, "I want to sub."

Either way it sounds like you can start looking for work immediately.
