There is a technique called "precision commands" You first say "Johnny, come sit over here PLEASE." (Very important to say please and not yell as you are saying it but in a firm voice. Also important to give an actual
direction to do something, not to just "calm down") If he complies say "thank you" then deal with him when he is calm. If not, you say "Johnny, you NEED to come sit over here." Again, not yelling but like you mean business. Same procedure for compliance. If again no compliance say "Johnny, if you are unable to sit down over here as I have asked...." now is when you insert your consequence
"I will be calling the office/note to teacher/whatever you have as your consequence". Chances are very good you'll get compliance, if not, you have to follow through on the consequence. I'd make it something to get him OUT of the room - either with a neighboring teacher (prearranged of course) or office. Most kids really will comply at this point if you've done it correctly. It takes practice to get the steps just right but it really does work.
