This child likes to socialize--is the work getting done? If so, I would have a heart to heart 1:1 with that child and explain that their learning style is distracting to others learning AND to you teaching. They MUST be more considerate. You would like them to use self-control once they have been made aware. IF the talking continues..they CHOOSE to keep talking they will be moved out of the group to sit alone for a period, half day, all day whatever it takes. Most talkers do not like to be isolated.
