Find something this kid really likes. It does not have to be expensive.

Find a quiet time and sit the student aside and explain that his talking it not allowed. Explain to him why and that he needs to learn to control
himself.

Tell him he can earn this 'prize' if he will learn to control his mouth. Establish exactly what you mean by not talking. Make a little chart that has 30-40 days on it. For each day he follows you guidelines you can mark/sticker/ or cross off a day. I would also give him a smaller treat for evey 10 days he is quiet.(or quieter) while he is learning, only recognize him when

he is quiet not matter what!!, put him between the two quietest other students you have.

This really does not need to take alot of time, but the prize has to be something he really wants.

Bribery, yup
but then you get bribed to go to work too.... after 30 days he should be in a better habit too.
