I have actually been in that situation, where I was one of the two last hired, but I was the one with less seniority (hired one month later--supposedly), so I was the first one who was considered for the move when our school shrank in size due to moving our 6th grade to middle school.

I have to agree with the others. This seems to be the way it's done.
