I'm assuming the parents are not being very concerned, or surely something would have happened after all those detentions. Since those tactics are not working, I'd suggest he do his homework assignments while the other children are having computer, art, a movie, free choice, or gym class. Once his homework is done, then he could go back to participating in the "extras". The final tactic would be to assign him "0" in his assignments and suggest to the parents at the next meeting that he is struggling so much with appropriate grade level expectations that perhaps it would be best for him to repeat the grade. Perhaps that will get a little hitch in their git-along.
