My suggestion would be a meeting with this boy's parent or parents. At the meeting, address the problem, what you have tried, why you called the meeting, and the work out suggestions that are do-able for all of you. For example, maybe you can make sure he writes down his assignments. Then at home, they can check his work and see if he did it all. This might work if the parents actually care, but if they aren't going to take a roll in it, I'm afraid this suggestion isn't going to work.
