the law in reality and in your school

your students by law only need to have a significant discrepancy between ability and performance...if you school is stating that a child has to be so many grade levels below 3rd grade to qualify for special services
they are misinformed. That is NOT how the law reads and a smart parent could take your district to court and win.

to put that in classroom terms. Yopu have a child that you believe to be of normal IQ, does not have any attentional difficulties and is not performing as expected or equal to other children in the class. You specifically notice that while the child can read some short

vowel words she struggles to read multisyllabic words and often does not comprehend what she is reading. Along with that her spelling grades are consistantly in the 50 - 60% range and her writing often does not make logical sense. I'd refer this child for testing.

It would be more helpful for me to hear what types of problems your 2 students are experiencing.
