Last year when I taught in an inner city school the students that I had for the most part were 2 grade levels behind. Also one of the signs of a learning disability is a strength in some areas and a noteable struggle in others. I teach in a LD classroom this year and many of the students I see struggle with reading while they are on grade level in math. I would keep doing the interventions and doccument whether the interventions make a difference. For a child to qualify for special education there is a process and interventions are required. I would talk to the team in your school that is in charge of the referral process. They can give great advice on this subject.
