Another possiblity is this child could be suffering from an anxiety disorder. One of the symptoms is what we call "the hesitation factor". Their anxiety prevents them from beginning the assignments, getting in line, answering questions etc. as quickly as other children. When (and if) the anxiety lessens, then these children perform at a normal rate.
