Not on level

This is going to sound negative. Although I agree with the above posts, do all you can while the children are at school. Make all the modifications, adaptations you are able, and document EVERYHING! Including notes of progress
and conferences in person or by phone. If you don't see any reason to refer them to Special Ed such as a learning disability, then grade them accordingly and if they don't pass on to the next grade level then they just don't.
Teaching first grade I always want all my students to pass, but some are just not ready. But when they do repeat they become the "strong" ones in the class.
Children do not all learn at the same rate which is why I hate that just because a child is behind the average learning pace that he is labled "not on level." Who decided at what age a child should know what? We go with the average. Do what you can and if the children are retained then maybe they will be "on level" for that grade next year, even though their birthday may come before the others. Good-luck!
