"I am a single mother and dont have time to do all this. You're his teacher you teach get him to grade level on his reading. I didnt go to school to be a teacher and I work 9 hours a day. We dont have time for all this. "

Look
at it this way. This mom is being honest with you. She may be holding on by her fingernails trying to work to put food on the table and a roof over their head.

If she works nine hours a day, does this child go to some type of daycare? Many daycares have homework time and the staff there may be willing to read with the child daily.

Could you get a child from an upper grade

to come to be a reading buddy for this child? They could read together for ten to fifteen minutes each day.

We have some retired seniors who read with students in our school. Can you get a retired senior to come once a week and work with him? (We can call our local senior center to ask for volunteers)
