If you are team teaching then both of you need to meet and plan who is to do what when. You need to meet on a regular basis and you need to meet to define the roles you have in the classroom. She should not be waiting for
you to "ask" her to do something. She needs to be part of the planning.
She needs to realize that she is a part of the team and not an aide/tutor in this room.
The VP should step up to the plate and tell her that she cannot say she is too busy to do her assigned job (part of the team) in this class.

I would document what she does each and every day from now on. I would ask her to

meet with me to plan. I would ask her to lead the lessons some days. Hopefully she thinks things over and starts to pull her weight. If not, you have the documentation to prove that you tried to make this work.
I would hold off on that letter. I would not suggest that I was a victim. It sounds as if the VP is now aware of the situation and something may happen soon. Do not read anything into the fact she did not come today. You do not know what the VP said to her privately.
