My students also really struggled with this concept. Once some of them started to understand, I made note cards for the game "I have-- Who has?"
One side would say a time and the other side would say an amount of time that passed.
Example I have 1:00 p.m.
Who has 90 minutes after 1:00 p.m.
On to the player with "I have 2:30"
Students became more interested and they had to pay attention to everyone's cards.
