You also need to consider how transitional these students are. Students who have recently moved here from mexico or wherever else are going to struggle for a while to learn the language first, then to learn to read/write, whatever. Students who have lived in this country for a while but have moved from school to school are going to be below as well. Students who have been stable in one or maybe 2 schools should be doing much better. I just think that bilingual kids are amazing! That's an amazing ability to be able to speak two languages! Like the above poster said, they can learn. It just takes time, patience, and persistance (and family participation as well)
