I do SSR as a whole class activity and I rotate around listening to kids read or have a parent do that. It helps somewhat, but the same problem crops up sometimes. I have quite a few pairs of books and the kids really like to read with a buddy. Perhaps if they had reading buddies that take turns reading to each other they would end up with more actual practice. Like anything else this would have to be modeled and the expectations defined. At first you may want to assign buddies for abilities until they prove they can do it. Also, you might try mixing up the types of books. Primary kids love riddle books and funny poetry books. That may motivate them for a while.
