It sounds like the parents are just as frustrated as the teacher is. Don't expect the parents to be magicians, either. Keep in mind that they are dealing with the exact same child you are dealing with, except they've been doing it longer! I am sure they have tried several different attacks on the child's behavior, too. One part of what they said is true: they cannot control the child while he is in your care at school. If you truly want to help the child and his parents, try to get them some counseling help instead of trying to point a finger of blame because the parents haven't been any more successful than the teacher!
