I know it is hard because you care so much about your students and you want them to succeed. I agree with sandyH that this is a battle that you can't win. Keep assigning homework, follow your policy, and let her report card reflect her work. There will most likely be more conferences this year and you can mention it again at that time along with other concerns and strengths that you share.

Maybe she will come around and maybe she won't and you can always rethink your policy next year. (Although from what you have said it does sound reasonable) I think this parent is not setting a good example for her daughter but sometimes we just have to let go of some things....
