Drooling at 4 is not normal. The child should be checked out by his doctor to be sure that there isn't a physical/medical reason. If you have the option, I would also ask the occupational therapist and/or speech therapist to observe him and give their opinion. But the first step should be taken my the mother getting the kid checked out at the doctor. I find it disheartening that this hasn't been brought up by the mom or doctor before now!
