I would suggest documenting but not sending it to the administration. It's obvious they know what's going on and have yet to do anything about it. It's just my opinion that a cry victim letter my have the adverse effect. If I was in your shoes I would be irate to. I would complain at home or to close friends and chalk it up to bad luck. Move on next year.
