In addition to talking with the principal over this, I would email this 'counselor' each time you refer a kid and cc the principal. Then when you haven't heard from the counselor, email her again once again cc the principal. You can always mention in the email that you are cc the principal so that he's in the 'loop'. I'd think the counselor would snap to pretty quickly or at the least, the principal would get the big picture.
