I'm never been to keen about giving homework at all. But on the reading thing - it is important for children to hear stories. If the child just simply 'doesn't like to read' and the parents have tried some favorite theme books etc., then I would advise for the parents to tell stories in a campfire kind of setting. With smores and the whole thing. Or encourage the family to role play a story. These other methods of storytelling might get the child interested in stories and hopefully that would eventually lead to some tolerance of reading for pleasure.
