who's doing the ADHD testing

It does sound like he is ADHD but I'm wondering who is doing the testing and if they are willing to test for ADHD why aren't they willing to do further testing for LD? I know in my school they do test the ADHD first and if found to be ADHD and parents are willing to medicate, they wait for 6 weeks to do further testing. Our psyc feels that to test earlier would not be valid since the ADHD isn't under control. His handwriting may become more readable after the ADHD is under control also.How did the first 2 get an IEP? were they previously or are they still labeled ECDC?
