I like the tape recorder idea very much. Another idea is to give each student (or each group) a worksheet to fill out during the discussion. The questions/items on the worksheet should be what you want them to talk about
in their group. Then collect the worksheets. You don't have to grade them if you don't want to, but you can look over them to see who was on task and who wasn't. The groups (or people) who are off task one day will get a warning. The next day the group (or people) will stay inside at recess and work on it alone. If they can't cooperate in groups, then I feel they should have somethings taken
away. In this case it would be recess and working in groups. Some people like working in groups because they feel they can dump the work on someone else, yet by making them work individually, maybe they will learn to cooperate better in a group.
