    Provide him the instruction

    I feel that in this situation you have to find a way to provide him with the instruction. I teach 3rd and I have students reading anywhere from low first to high sixth-gradelevel. I think the majority of the classrooms will have this. Is reading the only thing he is low in? I have a student that is low all around. He would test at a first grade level in reading, phonics, math, writing, etc. He has already been held back once. Parents refuse testing for special services. I feel it is my job to provide him with the necessary instruction to get him to improve without taking away from my other students. Sure it takes time. Sure it's tough. Sure I don't agree with not being able to test him and getting extra help. Still it is my job to educate my students and I work with what I have to. If he is low in reading than does he qualify for Title I. Title I should allow him a certain number of minutes of extra reading with the Title I teacher. Here it is 160 per week. My students that tested below a 2nd grade-level receive this service.
