If you think of the process of classroom discipline, going from setting firm rules, the students' internalizing those rules, and then the rules become as 2nd nature to them, and then the students act independently within the 'boundary' of those rules may help. It sounds like these four students just have not progress beyond the following firm rules stage. Depending on the ages, you may want to set up behavior contracts with those kids. Good luck, and have a good year.
