Uncertified people (I won't call them teachers) get hired over certified teachers all the time! Happens here in the midwest where there are 500 applicants (certified) for 1 job! It is who you know that gets you hired not what you know or being certified. There is no teacher shortage! The school systems want to hire unlicensed people so they can give relatives and friends a job! The teacher shortage is a myth! The idea that people who have licenses won't relocate is a myth!
