fluency means flew-ncy

Our school uses a reading enrichment called DIBELS. The kids read a passage for one minute and try to improve their wpm each week. Second graders are to be reading 90 wpm by the end of the year. However, the kids are just calling words. There is little comprehension, expression, or enjoyment in this exercise. Flying through a passage does not make fluent readers.
